A steel mandrel is the carrier that holds a disposable abrasive cap on the drill. This is the small No. 4 size — the one for close work, where a 10 or 13 mm carrier is simply too big to get where you need it.
Steel rather than rubber: it holds its shape under pressure, so the cap does not deform as you lean into the work.
